After you click ok, everything will migrate except for your custom Tool Palettes. SolutionThe workaround for this is to manually migrate the Tool Palettes that you need from AutoCAD 2012 to AutoCAD 2013. Follow these steps to move the customized Tool Palette to AutoCAD 2013. 

Select the location to export the Palette to. Give it a name and save it. Close the Customize dialog and close AutoCAD 2012 Now start AutoCAD 2013 Type CUSTOMIZE in the command line again and the customize dialog box will be displayed in AutoCAD 2013:
